If you have high ground water. the system could be getting full by that means. Ask your neighbors about the problem, . did they know of the previous owners having chronic problems with the system. Was the system pumped because the owners knew of the problems and wanted to conceal it as they were selling the house. I do not think your insurance Co will help at all, but something fishy was certainly going on and I will bet the previous owners knew about it
